The $30 Billion Tariff Cut: What It Means for the Construction Machinery Industry

In late September 2026, China and the United States reached an eight-point consensus following a leader-level summit in Washington. Among the outcomes, the most closely watched by global traders was a reciprocal tariff reduction arrangement — often referred to as the “$30 billion for $30 billion” deal.

But for those of us in the construction machinery sector, there is a crucial detail: our products are not on the list.

What Was Actually Agreed

Under the framework, both sides agreed to reduce tariffs on approximately $30 billion worth of each other’s imports, with about 90% of the covered products set to enjoy Most-Favored-Nation (MFN) treatment.

US tariff cuts apply to: toys, home appliances, baby products, kitchenware, holiday gifts, and similar consumer goods.

China tariff cuts apply to: agricultural products, personal care items, medical devices, and coal.

Construction machinery — including excavators, loaders, and their attachments — is not included.

Why Construction Machinery Was Left Out

The official readout points to a clear logic: the first batch of tariff cuts focuses on “non-sensitive consumer goods.” Strategic sectors such as semiconductors, electric vehicles, and batteries were explicitly excluded.

Construction machinery, while not a semiconductor, falls into the category of high-end industrial equipment — a sector with national security and industrial competitiveness implications. It was placed in the “not yet touched” basket.

More importantly, the current 40%–50% tariff burden on excavator attachments stems largely from Section 232 steel derivative tariffs. This framework is nominally based on “national security” and applies globally — it is not a bilateral US-China trade war instrument. As such, it sits outside the scope of this reciprocal tariff negotiation.

Is This Bad News?

In the short term, not necessarily.

Construction machinery exports to North America have actually been growing. In the first half of 2026, exports to the region reached $2.66 billion, up 23.1% year-on-year. While tariff cuts did not cover our sector, the Kuala Lumpur joint arrangement — which paused certain tariff measures — has been extended to January 2027. That stability itself has value.

In the medium term, this is a signal.

Analysts note that the $30 billion tariff cut has a limited impact on the overall tariff level. Its greater significance lies in the direction it sets: non-sensitive goods are beginning to gain tariff relief. If the first batch is implemented smoothly, there is room for category expansion under the Trade Council framework.

What Should Construction Machinery Companies Do Now?

1. Communicate with the right framing.

Framework reached, categories pending expansion.US-China trade relations are stabilizing, and further negotiation space exists.

2. Watch the Trade Council closely.
The council will first discuss the reciprocal tariff reduction framework. Whether — and when — categories expand is the most important variable for our industry to track.

3. Calculate your own Section 232 exposure.
The tariff difference between 40% and 50% for excavator attachments depends on attachment type and how Section 232 is applied. Understanding this is more practical than waiting for a tariff cut.

The fact that construction machinery was not on the first tariff cut list does not mean the sector has been forgotten. It means the thaw in US-China trade relations is incremental — easy items first, difficult ones later.

Construction machinery falls into the “difficult” category. And precisely because it is difficult, it requires early positioning and patience.
