After the EU-China 16-Point Consensus: Three Compliance Moves Our CE/ISO Attachment Factory Is Making Before 2027

On October 8–9, 2026, the China-EU Trade and Investment Consultation Mechanism held its second meeting in Beijing. The result was a 16-point consensus covering trade balance, export controls, IP, and WTO reform. Both sides also agreed to meet again in March 2027, with a video summit scheduled for January.

We are an excavator attachment factory. Our buckets, grapples, quick couplers, and hydraulic shears all carry CE (EN 474-1:2022) and ISO 9001 certifications, and we’ve been exporting to Germany, Italy, and France for years. For us, the 16-point consensus isn't about "getting into Europe"—we're already there. The real question is how smoothly we can switch our DoC and technical files over before the new Machinery Regulation kicks in on January 20, 2027.

Out of the 16 points, three actually matter for attachment exporters. First, tariffs. Both sides will keep exploring cuts under WTO rules. Buckets (HS 8431.41) are already at 0% in the EU, but there's potential room for hydraulic attachments and specialized tools. Second, the EU Foreign Subsidies Regulation (FSR). A technical dialogue has started. The FSR isn't going anywhere, but at least suppliers bidding on EU projects now have a compliance channel—it's worth keeping an eye on. Third, the "green channel" for rare earths and permanent magnets is continuing. Since our quick couplers and rotating attachments use permanent-magnet motors, this means much more predictable component supply for us.

Just last month, an Italian distributor called to ask if our DoC would still be valid after January 2027. If not, he needed to update his customs paperwork early. We discussed it twice internally and decided to replace the versions by product line in batches. We're not waiting until year-end to do it all at once.

Looking at the market, Europe's attachment sector is at about US$1.91 billion in 2026 and expected to hit US$2.9 billion by 2033 (6.1% CAGR). With an installation rate over 95%, European dealers see attachments as profit centers, not just spare parts. Our take: CE/ISO is just the entry ticket. Lead time, after-sales, and the right paperwork are what actually close the deal.

Based on the certifications we already hold, we have three things lined up.

First, we are reviewing the DoC for our full range and updating the referenced old Directive 2006/42/EC to Regulation (EU) 2023/1230. Technical files, risk assessments, and labels are being checked at the same time. We’re doing this batch by batch—buckets and grapples first since they're our biggest volume, then quick couplers and shears.

Second, we're verifying HS codes for buckets and grapples and keeping detailed price and cost records to guard against any retroactive anti-dumping risk. This isn't just for the finance team; our sales team is also updating how we write quotes and contract terms.

Third, we're sharing our 2027 transition timetable with European dealers early. We learned this the hard way—a shipment once sat at port for a few extra days because of a document version mismatch, and the demurrage was not cheap. This time, we’d rather send the schedule out early and have the dealers prepare alongside us.

The next China-EU meeting is in March 2027, with that ministerial video conference in January. Our goal is simple: get the full CE file transition done before January 20, 2027, and turn our CE/ISO advantage into delivery certainty that European buyers can actually see.
